Introduction

1. Circular RAE96 1/94, published in June 1994, and its up-dated version (Circular RAE96 2/95), published in November 1995, provided information about the framework, timetable and data requirements for the 1996 Research Assessment Exercise (RAE). In addition a consultation paper (RAE96 2/94) was issued in June 1994 inviting comments on the number and description of the subject units of assessment; and on the list of bodies (subject associations, learned societies, professional bodies and organisations representing users of research) to be invited to propose candidates for membership of assessment panels.

2. In the light of responses to that consultation paper, the Chief Executive of HEFCE wrote in November 1994, on behalf of the four funding bodies, to some 1,000 bodies inviting their nominations for membership of assessment panels and their comments upon the structure and subject coverage of the panels.

Background

3. The panel Chairmen were appointed by the four funding bodies, at the end of 1994, drawing upon the advice of those who chaired the panels in 1992. The responses to the November 1994 letter inviting nominations for panel membership were sent to the panel chairmen in March 1995. They were asked to make up lists of recommended panel membership taking into account:

a. the nominations received;

b. the desirability of maintaining continuity and the willingness of panel members from the previous exercise to serve again (subject to the condition that no member was to serve in more than three exercises consecutively);

c. their own knowledge of the pattern of research in the subject area covered by the panel and of researchers active in that area;

d. any proposals for the structure and subject coverage of panels made in response to the November 1994 letter.

4. Panel Chairmen were advised that their primary concern in recommending panel members should be the research experience of nominees and their standing in the research community. The following considerations were also relevant;

a. the need to secure representation from the research commissioning and user communities within commerce, industry, government and the public sector, after taking into account the participation of specialist "assessors";

b. the desirability of securing, within and across the panels, membership with a collective knowledge of research activity across the UK and within institutions of differing histories.

5. The Chairmen's recommendations were considered by the Chief Executives of the three funding councils and by DENI. The outcome was a list of nominees which, in their view, met the criteria outlined above and provided reasonable continuity (on average one-third of panel members from 1992 will serve again in 1996, and around a half of the 1992 panel Chairmen). After approaching these, the panel membership lists at Annex A were agreed.

Role and Operation of Panels

6. The Chairmen and members of each panel were appointed by the four funding bodies jointly following the process described above and have been invited to participate as individuals, not as representatives of a particular group or interest. The Chairmen and members between them have accepted responsibility for providing two formal outcomes: statements of criteria for assessment and working methods, which were published at the beginning of November 1995; and the assessment ratings, to be published by January 1997.

7. Some panels have established sub-panels, often including people who are not members of the main panel, to advise upon the assessment of research in significant recognised sub-areas within their subject. This decision, and the selection of additional sub-panel members, are for the panel and its Chairmen. The list of sub-panels which have already been established is given at Annex B. Further sub-panels may be established during the assessment process.

8. Sub-panels will advise the main panel - including sometimes making recommendations on the rating of submissions - and the main panel will take their advice into account in reaching its own final decisions. Sub-panels will in all cases work within the criteria for assessment determined by their parent panel.

9. Similarly, some panels may wish to refer parts of submissions falling outside their area of expertise to other panels for advice, or if necessary for outside specialist advice. This will be particularly important in the case of submissions which include work of a multi- and inter-disciplinary nature. The main panel will be expected to take such advice into account in reaching its own final decisions.

10. Many of the panels will have assessors appointed by bodies with a major interest in the funding of research within their subject area - including the research councils, government departments, the medical research charities and certain professional bodies. The assessors do not share in the direct responsibilities of the panel described in the previous paragraphs. Their role is to assist the panel in its deliberations, by bringing a wider perspective to the discussion and by advising on the interpretation of information about research grants awarded by their bodies.

11. Each panel will be assisted by a Secretary who is a member of staff of one of the four higher education funding bodies.

12. Also shown at Annex A is the subject coverage of each panel.

Timetable

13. Panels have now begun to meet to undertake the assessment process and this will be finalised by the end of November 1996. After passing these ratings to the funding bodies, they will be published in January 1997.
